The case for a St Marys Scout Hut in South Ruislip in the Fairway Park behind St Mary’s Vicarage in the unusable corner of the park

1) Its my maternal Grandads tenth anniversary in 2012 when he passed away in 2002. It would allow the boys in the parish who don’t enlist in any of the cadets to learn how to get qualified in the professions (Sids case external student as a surveyor while working for the then London County Council after being an Air Raid Official in the East End in the Second world war). As the Church is in the airport flightpath of the diplomatic airport it seems apt that civil defence and fire prevention classes occur there to give those flying the foreign, Papal and Order of St John (international and other jurisdictions) jets a reminder that if they try anything like fuel dumping on Roxeth or crashing into the church where I was baptised the state is ready (how annoying is the 10.42am and 11.18am jets of a Sunday during church if its still going?)

2) My other Grandfather served as a First World War soldier and after getting gassed by the Germans, studied part time while living in Northfields to become a hospital orderly (and ? chaplaincy volunteer) in the mental health hospital in Hanwell (St Bernards), it would thus be a good place for training those in first aid should they so want to work in the hospitals or airbase nearby as support staff on the basis of equality of gender (no the RAF isn’t as overpaid and oversexed as the stereotypical USAF of WW2, though the latter has inspired the Score Group and its predecessor babyface was run through the URC in the Chilterns and neighbouring London Boroughs (such as Hillingdon), didn’t know when I was a teenager as I was considered too much a tory tosser and therefore not worthy of dating ie shagging socialists as sports team jocks were the ones who got to appear in them, usually the overseas teams, I became really introverted and phoned the advice lines in the local papers and thought then that they were used to fund organised crime so by being a horny teenager I may have damaged my fathers security clearance). Now I think that said lines were staffed by those who wanted to pay for parties and anniversaries, who runs those kind of companies back then? Still wanna date Princess Beatrice but really happy shes settling down after getting her Msc.

3) It is therefore a good way of remembering both my grandfathers in the Diamond Jubillee of the head of the church, Sids tenth anniversary and after the Legions 90th year to seek the council to transfer the land at that corner of the park that has no practical use other than as somewhere away from the footpath can take their dog before the red waste bins were there.

4) It would defend the church stained glass from further airgun attacks as occurred to the windows in the 1980s by fencing that land off.

5) Plus as someone given immune system repressant mental health medication I would like the provision there for the 60th Anniversary of the church in 2019 in case my organs fail as as a mental health patient I don’t qualify for transplants unless I am engaged in voluntary work such as the Territorial Army or Chaplaincy (from which my Christmas bonus would also go). Perhaps teleportation could help, lol

6) If there is sufficient demand from neighbouring parishes then the church could use some of the park or the Brackenbridge Drive field Or Queens Walk training centre as a CofE primary after or before that if new ones are allowed without existing ones trying to stop them to prevent their own absorbtion by the state if the Local authority (The London Borough of Hillingdon) can approve it with reference to amending its green spaces plans (and hence needs Greater London Authority approval).

7) That way the present generation of the church my age and younger can settle, start families and the Church of England can share the building with the ordinariate should they wish to use it for those of older generations who live nearby and have worshipped there for decades if St Gregory the Great (RC) church is full with their services on a Sunday and can only manage mid week services for the ordinariate.

8) I will write to my dad to ask him to sell the family home in the neighbouring parish of St Laurence Eastcote (which already has both scouts and guides venues within its church grounds and most of the others have so also, Cof E or others) and my share to go towards it. If my brother wants to settle down with his girlfriend nearby then they are potential scout leaders. This would be done after the step grandkids have completed FE and are in employment as part time HE or external students like their parents. That is unless the rental income from it couldn’t help fund it or any atrium between the Chapel of the Holy Family (referred to as the Lady chapel in the 1980s and 1990s, Church Hall and Main church and extension of the existing Hall based on St Joseph the workers, Northolt one which was built in the 1990s with dividend payments from Fairtrade products). Said Atrium could be an interim measure as it would raise the capacity of the existing structure combined with a church hall extension provided it helps rather than hinders utilities being extended into that corner of the park.

9) Other funding is section 106 from the construction of High Speed Two after a freight linked Waste depot is built on the Chiltern Line in Harefield to mitigate the temporary loss of capacity of the waste transfer station in Civic Way, South Ruislip should HS2 on its present route or further upgrades on the Paddington- Birmingham- Milton Keynes Line be approved instead or if the HS2 is diverted via Heathrow and a terminal in Iver / West Drayton.

In response to the press release dated 19/04/2012 and questions contained therein:

Written responses deadline: Monday 15th October 2012



Is there a case for establishing a constitutional convention for the United Kingdom?

YES provided that the following are included within the codified constitution:

1) A reaffirmation referendum of the status of the British Monarchy within the mainland and crown dependant territories.

2) Seperately in Northern Ireland and the Irish republic a referendum on whether reunification as part of joint membership of the Commonwealth as a parliamentary republic is desired passed through the Uk parliament and Dail and agreed through the council of the Isles and British Irish Council. This is in case the relevant jurisdictions wish to reunify or Unionism wishes to look South and North West to both its own Ireland and Scotland, to quote the views of the Welsh First Minister. This is the tenant of modern Irish Tory and Unionism.

That would require the Royal Commission for the monarchies and peers input to also authorise it on the advice of the Queen in Council . I am unsure as to whether her peers; as opposed to members of the House of Lords since the 1999 and 2005-10 parliaments reforms have a role to play in that other than to make submissions to the parliament based predecessor and to make cases through Scots civil law direct to the Supreme Court or through the royal courts of Justice.

That way the contentious, us and them debate would be avoided and the Constitutional doctrine of a legislative based and accountable UK executive and ceremonial head of state who is also head of church could be continued within the Commonwealth until there is full separation of church and state, based on legislative mandate and agreed with the Synod of the CofE.

3) Parity for England with its own assembly / parliament equal to Scotland and Wales.

4) Regional and National grand cttes in the reformed House of Lords / Senate so as to allow debate of planning to consider factors, keep the old peers in the Lords library active should they wish through giving evidence and also allow a right of recall to MEPs by making them swear an oath of allegiance to the sovereign legislature and advise the Senate as the Commons is the primary law making body under the current governments reform proposals in keeping with the British constitution.



If there were to be a constitutional convention…

a) On what basis should it be established?

Agree with Welsh first minister in his unlock democracy speech that the convention should be of and by the people through parliament as royal commissions are bogged down by which titled knob should chair and which bigwigs skew the end result unless there is clear direction from parliament.



b) What would be its legal status?

Enacted by commons and lords with royal assent so as to keep the monarchy active and engaging with said process as they have to live by the rules agreed within the kingdom. This would give it a sound legal footing and allow its recommendations to be more speedily enacted.

c) Could it proceed on a more informal footing?

As a lobbying group like Canon Kenyons Scottish Convention it could but to what end and would its reports and findings be considered credible or ignored by a Conservative / Tory government.



What should its composition be



Best way of involving public in the convention?



Would there be a means of providing specific representation for England or the English regions, alongside the other components of the Uk and the Uk as a whole?



Would the members of convention be mandatedand, if so, by whom and to do what?



REMIT and working methods?

Whjat should be included in the terms of reference for the constitutional convention? For example, should the convention be tasked with proposing a new constitutional structure for the Uk, or establishing an agreement between the different components of the Uk on ways of proceeding in their relations with each other and with the Uk govt and parliament?



Legal issues such as conforming to the Good Friday agreement of 1998?



How should the convention proceed?



Forinstance, consensus, unanimity, QMaj voting or simple majority voting?

Would all the participants in the convention have equal status?

Procedural issues that should be considered?



How would proposals made by the convention be taken forwards?

Endorsement by the parliaments / assemblies of the UK, or by one or more referendums?

There is a constitutional process in Northern Ireland now that is cross community and based on peace and dialogue. 12th July may be marching season but this is regulated cross community and any violence needs to be independently investigated by the equally cross community PSNI (the replacement to the RUC).

Whenever there are campaigns against people trafficking (very laudable and necessary during the Olympics and at all times), please also bear in mind the fact that those whose images and modelling in this country 'advertise' said 'lifestyle' for them mainly are:




1) Uk citizesn or naturalised

2) Have national insurance numbers and pay income tax

3) Have a trade body, something called teh collective

4) Live ordinary lives under teh law and declare their earnings

5) If students, pay NI at the part time or self employed rate to ensure that they have state support.



All of which means that:

1) The people being trafficked don't have this or other rights unless assisted by teh voluntary sector

2) Their housing is badly paid for or dependant on housing benefit or charitable claims

3) In this recession the average donation against people trafficking is going to be low for charities and any concerns should be emailed to the Child online and exploitation ctte, the internet watch foundation and the press complaints commission re adverts as well as the national crime squad and Met police vice squad.

Can I just put on record the fact that I think house of Lords reform is a good idea provided teh second chamber has national and regional grand cttes with teh right of summons for MEPs and appropriate liason.
