Should there be a discussion about Syria at the United Nations General Assembly?

The Assad Regime has passed a referendum on a new constitution except in areas it has attacked as it was held by the opoosition, where a red cross worker is being denied access.

So is the new constitution legitimate for the basis of fresh elections?

In my mind the best answer is stop the killing get the aid in, hold a truth and reconciliation ctte with reference to the Un and at the same time hold a referendum in opposition held areas for the new constitution and then get both sides. #

Yet it might be too late for that as now some states recognise the Syria National Council as the legitimate government. As such should there be a new constitution drafted by them and the previosu regime with President Assad standing down to prevent further loss of life?
