If teh Chinese are doing the Livingstone / Rhodes and building roads and railways elsewhere its something we ought to be considering as a way of developing economies and peaceful enagagement. After all the new power bloc rivallry might not be won on the USA out producing weapons but on tackling social ills and problems the world over and 'winning hearts and minds'
