The case for scottish fiscal devolution

So if scotland isn't being invested in is it because said investment is being delayed until their is full fiscal devolution and corporate tax breaks initiated by teh scottish government or is it cause RBS has propped the rest of tehUnion up and through its shareholders other institutions via the tax havens (as opposed to their solely EU banking divisions).

thats why Scotland needs devolution and fiscal autonomy so that said investments are done lawfully to avoid Darian adventure style goof ups, the potential for which are more likely gioven recent energy crises and incidents.

thats also the case for welsh devolution as it noiw has prmiary law making powers.
