The simple fact is that the UK economy is stable by paying back the deficit which instead of imperial adventures is paying for the following

Cushioning the debt write off of 2005 that saved africa and latin america from civil wars and economic disasters (Gleneagles accord 6/7/05).

Supporting the IMF bail out economies outside of teh EU

Supporting reconstruction as part of the Arab spring

Supporting a two state solution in the Holy Land (Israel and Palestine to teh Richard Dawkins who read this and accoridning to recognised international law)

In short if you pardon my use of colloquial if someone was to do / be a rosser with the stock exchange for short term micro economic advantage, the price would be global economic migration and Piracy in teh Aegean and Bosphorous, upsetting any new Palestinian state.

Thats why you need a stable metropolitan / tri city / greater Jerusalem, Bethlehem Ramallah area as to put it in its absolute clarity, Israel wouldn other wise not have enough Zorans without teh help of modern Day Bonds and Leiters and their one off operations could provoke intifada esque reprisals that undermine any UN brokered agreement.

Thats why polcing the seas is best left o the Navies under international law on the advice of police, interpol and intelligence agencies.
